After retiring from law enforcement in 1988, Mr. Oard began my second career in the SIU field obtaining positions from investigator to program director. Over these many years, he has developed an investigative expertise related to Workers’ Compensation, Provider Fraud Schemes. He has been directly involved in 100’s of large, major case / provider related investigations as well as supported both civil and criminal actions in State and Federal Courts. Mr. Oard is a Certified Fraud Examiner by the Association of Certified Fraud Examiners and a member of numerous SIU associations.
