Tony Torres is an Investigative Services Unit Specialist for AF Group. He is assigned to CompWest Insurance Company and manages all SIU operations for all AF Group insurance brands operating in California.

Bill Hearrold is Assistant Vice President, Investigative Services at Travelers insurance. He has been part of the P&C Insurance anti-fraud industry since 1996, joining Travelers 17 years ago as a field investigator.  

Joe Stephenson is the Director of Digital Intelligence for INTERTEL, Inc. and an internationally recognized expert in the field of Social Media and Open Source Intelligence (OSINT). With over 30 years’ of investigative experience.

Bill Luebke is a Causation Manager in the ISU Department for the AF Group and has been employed with them for 10 years. Prior to insurance, Bill worked in manufacturing, distribution, and fabrication as a Safety Director.

Lead Deputy District Attorney Michael Chiriatti, Jr., earned his undergraduate degree in Political Science from Pepperdine University in 1990, and his Juris Doctor, With Great Distinction, from the University of the Pacific, McGeorge School of Law, in 1995.

As Director of Learning and Development for NICB, Steve is responsible for quality-driven training programs for internal staff, member organizations, and law enforcement.

Lilia García-Brower was born and raised in East Los Angeles. She was appointed by Governor Newsom as the
California State Labor Commissioner on July 29, 2019.

Dominic Dugo, recently retired Chief Deputy District Attorney from San Diego, California , is now the DELTA GROUP Fraud Division Vice-President. Dominic spent 33 years as a prosecutor in San Diego with 27 years prosecuting and then supervising the insurance fraud program.

Jonathan is a Lieutenant with the Santa Clara County District Attorney’s Office, currently assigned to the Insurance Fraud Investigative Unit which oversees investigations into Workers’ Compensation Fraud, Auto Insurance Fraud and Health/Disability Fraud.

Mr. Bobrowsky is a Senior Vice President of Special Investigations for the California State Compensation Insurance Fraud – (State Fund).

After retiring from law enforcement in 1988, Mr. Oard began my second career in the SIU field obtaining positions from investigator to program director.

Chris Dill is the Director of SIU & Claims Legal Management at ICW Group Insurance Company. A recipient of the National Health Care Anti-Fraud Association’s Investigation of the Year Award

Eric joined the insurance industry as a workers’ compensation claim handler and spent 8 years learning claim handling and investigation. He obtained his CPCU designation in 1996 and shortly thereafter transitioned full time to Special Investigations

Bill Murphy is currently the Assistant Chief Counsel in charge of the Anti-Fraud Division at the Department of Industrial Relations. His unit specializes in suspending doctors from the Workers’ Compensation system and consolidating liens that arose from fraudulent conduct.
